Dentre as not\u00edcias de principal relev\u00e2ncia para a comunidade destaca-se a revis\u00e3o dos valores pela compensa\u00e7\u00e3o ambiental, procedimentos de regulariza\u00e7\u00e3o fundi\u00e1ria e a possibilidade de financiamento das obras, projetos e compensa\u00e7\u00f5es exigidas pelo IBRAM, junto ao Banco Regional de Bras\u00edlia (BRB).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'trebuchet ms', geneva, sans-serif;\"><span style=\"font-weight: 400;\">Em entrevista ao Portal Movimento, o Secret\u00e1rio afirma que a revis\u00e3o dos valores e procedimentos de regulariza\u00e7\u00e3o ambiental dependem da san\u00e7\u00e3o do Projeto de Lei\u00a0 Complementar (PLC) da <\/span><span style=\"font-weight: 400;\">Regulariza\u00e7\u00e3o Fundi\u00e1ria Urbana<\/span><span style=\"font-weight: 400;\"> (<\/span><span style=\"font-weight: 400;\">Reurb), de n\u00ba 77\/2021,\u00a0 <\/span><span style=\"font-weight: 400;\">aprovado pela CLDF <\/span><span style=\"font-weight: 400;\">em 08 de junho.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; font-family: 'trebuchet ms', geneva, sans-serif;\">O objetivo do projeto de autoria da Secretaria de Desenvolvimento Urbano e Habita\u00e7\u00e3o (SEDUH) \u00e9 alterar a Estrat\u00e9gia de Regulariza\u00e7\u00e3o Fundi\u00e1ria Urbana do Plano Diretor de Ordenamento Territorial (PDOT).\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><div class=\"su-youtube su-u-responsive-media-yes\"><iframe width=\"600\" height=\"400\" src=\"https:\/\/www.youtube.com\/embed\/kVX_JsQ35v4?\" frameborder=\"0\" allowfullscreen allow=\"autoplay; encrypted-media; picture-in-picture\" title=\"\"><\/iframe><\/div>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; font-family: 'trebuchet ms', geneva, sans-serif;\">Ao contr\u00e1rio daqueles situados em \u00e1rea p\u00fablica, os condom\u00ednios consolidados em \u00e1rea particular arcam com todas as obras de infraestrutura necess\u00e1rias \u00e0 regulariza\u00e7\u00e3o, al\u00e9m da compensa\u00e7\u00e3o ambiental e florestal que representam custos milion\u00e1rios aos loteamentos. Na cidade do Jardim Bot\u00e2nico, quase 90% das edifica\u00e7\u00f5es que est\u00e3o em processo de regulariza\u00e7\u00e3o est\u00e3o situadas em condom\u00ednios em \u00e1rea particular.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; font-family: 'trebuchet ms', geneva, sans-serif;\">No entendimento do Secret\u00e1rio-Geral do Instituto Bras\u00edlia Ambiental (IBRAM), as compensa\u00e7\u00f5es ambientais n\u00e3o podem ser um entrave para a regulariza\u00e7\u00e3o fundi\u00e1ria e ambiental.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'trebuchet ms', geneva, sans-serif;\"><span style=\"font-weight: 400;\">A conclus\u00e3o do Ibram \u00e9 de que condom\u00ednios regularizados causam menos danos ambientais. \u201c<\/span><i><span style=\"font-weight: 400;\">Dentro de todo este processo, existe a adequa\u00e7\u00e3o do projeto de drenagem, a remo\u00e7\u00e3o de \u00e1reas que est\u00e3o em local de preserva\u00e7\u00e3o permanente, entre outros. N\u00e3o podemos ignorar um processo de degrada\u00e7\u00e3o ambiental em ritmo acelerado, caso nada seja feito.\u201d, <\/span><\/i><span style=\"font-weight: 400;\">justifica Moraes.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'trebuchet ms', geneva, sans-serif;\"><b>Possibilidade de financiamento<\/b><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'trebuchet ms', geneva, sans-serif;\"><i><span style=\"font-weight: 400;\">\u201cHoje entendemos que estamos lidando com s\u00edndicos e n\u00e3o com empresas&#8221;<\/span><\/i><span style=\"font-weight: 400;\">, explica o Secret\u00e1rio-Geral, ciente de que os condom\u00ednios que desejam se regularizar se veem obrigados a criar taxas extras para o custeio das obras de licenciamento e compensa\u00e7\u00e3o.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; font-family: 'trebuchet ms', geneva, sans-serif;\">Em 2019, o Bras\u00edlia Ambiental deu in\u00edcio \u00e0s tratativas junto ao BRB para estudar a viabiliza\u00e7\u00e3o de uma linha de cr\u00e9dito espec\u00edfica para o custeio dos investimentos de infraestrutura, compensa\u00e7\u00e3o ambiental, demais estudos e interven\u00e7\u00f5es que adv\u00e9m do processo de licenciamento.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'trebuchet ms', geneva, sans-serif;\"><span style=\"font-weight: 400;\">Para isso, \u00e9 necess\u00e1rio uma lei que garanta seguran\u00e7a jur\u00eddica.
